Adding the ability to convert TradingView signals into orders.

This would mean running an OctoBot that would only listen to TradingView signals and create orders when signals are received.

This is similar to the TradingView strategy on full OctoBots except that it would be from a strategy based OctoBot on OctoBot cloud.
